Make a splash—help shape the future of Symons.
Symons
Recreation Complex
The City of Richland Center and Richland County are partnering with Innovative Public Advisors (IPA) to evaluate and plan for the long-term sustainability of the Symons Recreational Complex—a valued community asset. Through a structured, collaborative process, IPA is guiding City and County leaders, partners, and community stakeholders in assessing current operations and exploring future governance and operational models that enhance services while addressing fiscal realities.
Over the course of the project, IPA is engaging the public and key stakeholders, conducting operational and financial analyses, and leading working sessions with City, County, and partner organizations. This approach ensures public perspectives are incorporated alongside peer facility analysis to develop clear, data-informed options for the future operation and management of the Symons Recreational Complex.
Richland Center will receive actionable recommendations and an implementation-focused strategy that supports informed decision-making, strengthens partnerships, and positions the Symons Recreational Complex for long-term financial sustainability and continued community benefit.

What we’ve heard so far…
“Symons has strong community support, committed leadership and staff, unique amenities such as the only indoor pool in Richland County, successful and diverse programming, and a long history of philanthropy and partnership support.”
“We have opportunities to expand partnerships with the School District, healthcare providers, nonprofits, and private entities while improving marketing and brand awareness and pursuing grant and alternative funding sources.”
“There are rising operational and capital costs, demographic and population trends, increased competition from private fitness providers, and uncertainty around future public funding priorities.”
